Yet I'm punished for laughing at and responding to flame and harassment. How does this make sense? Players can use racial slurs and go unpunished, yet responding to trolls earns punishment?

Typically players don't actually get away with that sort of extreme behavior. Riot takes hate speech very seriously and it's one of the easiest ways to be given an escalated punishment, but you won't always be notified when your report contributes to a player being penalized. If someone's behavior is really severe and you think they were doing it in a way that avoids detection, you might submit a Support Ticket.

Concerning being punished for responding to trolls, I understand the frustration that leads to lashing out of them, I've had trolls here and there throughout my time playing too. There is a problem with responding to them in a negative way though; it doesn't actually stop them or teach them any lesson, and it stirs up drama and only exacerbates the negative environment for the rest of the players in the game too. The best thing you can do when you have a toxic player in your game is mute them so you and others can keep your cool and focus on the match instead of infighting. While muting does not stop a real troll from intentionally sabotaging the match, it does give you a better chance of winning despite them and makes the match more enjoyable when you don't have to listen to them, and you can report them after the game to help get them punished. It's never worth responding to a troll if they aren't going to care and it's going to make the game worse for your team or get you chat restricted.

Let me guess - the game just ended, yes? Punishments don't always come within minutes, and you don't always get notified when someone is punished.

I hope this horrible experience did not leave permanent scars on your soul. I can not even imagine how bad it can be when somebody tells something not nice to me on the internet.

Anyway, Rito does not care who started what, it only cares about what YOU said. If you were toxic, even against Hitler himself, you would still get punished.

She will probably get banned as well, it might just take some time, but if you want to make totally sure, submit a support ticket too.
