Does the suspension you get when recovering your account make you ineligible?
Last year I had a keylogger on my computer and it compromised my League account. Got it back December 2015. Am I still eligible for ranked rewards?

A suspension given due to an account compromise should not make you ineligible for the end of season rewards.
However, if for whatever reason this type of suspension does, it wouldn't matter in your case anyway, as your suspension was issued about a year ago. For a suspension to make you ineligible, it would need to be given within the last three months of the season's end (EDIT: except for MMR boosting suspensions, which do make you ineligible for the entire season, as DTN has pointed out). So, if you haven't had any other punishments, then you will be eligible for this season's rewards.

Should be. The ineligibility from suspensions only goes back 3 months.
