Bullying is ok?

Seriously have begun to question what is against the rules, despite the clear and concise rules in the COC, I'm still finding players that will randomly call me or someone else 'retarded' or '12 years old' and variations among these things. Not only do I immediately let them know what they're doing is unwanted, I try to mute them ASAP. This lead me to believe, after reporting many of these players, and even leaving comments about how they are obviously bullying, or whatever 'safe word' you wish to use, berating, trolling, toxic, etc., that we have a system that is defunct, and somewhat worthless. I realize that, yes, it does work over time, repeating offenders get their just due, EVENTUALLY. However, when does it become ok to call people names, derogatory, etc. I've been called the N word before, hopefully you know what I mean, and reported them subsequently to no avail. Is your team/developer/Riot Games, whatever, are you all ok with this? Are you all racist? Are you all sociopaths? I wish to know, because I tend to feel like, no matter what kind of attitude I take, so long as other people on my team continue to report me. so here we go, the transcripts from the SECOND game in a row I encountered these players and they're still toxic, this time on the other team , waiting until the end game screen to taunt and what have you. Keep in mind, I keep cross team chat turned off purposefully, because I don't really care to hear nonsense, still get it anyway. However, here you go. Please Respond in kind with what you think is appropriate decision for these individuals, also remember, this is the SECOND game in a ROW they have done this, no provocation, just outright delinquent (hopefully you understand the connotation). Also, though I don't have the logs for the previous game because I was unsure how to get a hold of them, I'm sure riot can do so, as they should look into this matter, the name calling is contrived and childish. However, allowing behavior like this to continue is a smear on Riot, League of Legends, and gamers everywhere. If you don't stop it here, then why produce a game and tell people to be sportsmanlike. I spent several years playing baseball when I was young, and not once did we call each other names like this, it was good game all the way and everyone went home without a fight or name calling. So, either you punish these people, or let them go and realize that 8 year olds playing baseball have better manners than your player base and you're just ok with that. It's a matter that needs immediate attention, because your system, clearly doesn't work as they've yet to be punished as of this writing despite the reports. Thanks for your consideration.

So, we have some things to address.

One, naming and shaming is against the board rules. So you can't really have their names out like that. You can change it to the champ names played.

Two, the system does work; especially for verbal cases. The problem you seem to have with it is you aren't receiving the notoriously unreliable "Your Report has resulted in a punishment" message.

Three. There are multiple punishments for chat infringements. Chat restrictions being the first 2 pending 0 tolerance. They could still play but have only limited chat.

Four. The system, while called Instant Feedback System, still requires up to 15 minutes usually to review a game that has been reported. Which is more than enough time to queue again and play before a punishment is given.

No one supports bullying. Just continue doing the right thing. Mute and report.

It takes more than one game to be punished

The system's problem (for verbal cases) is not it is defunctional, it's pretty good at detecting and punishing people, but it just sucks at letting people know that it's functional.

This leads to people thinking they can be toxic and not get caught while the others are wondering why people don't get caught.

Monthly report cards was a pretty hot community concept, but Riot Tantram has come out and told us that they are working on something more compelling than this concept.

Hopefully this feature comes out sooner than later.
