No such thing happens. RIOT doesn't want to make a prisoner's island sort of thing, and have stated that many times.

so its just bad luck getting people who went 51/570 in ranked last season and a ww with only 189 normal wins total :/ alright thanks.

Sorry, but it kinda is bad luck. Though just as a quick suggestion that I have seen many high ELO players suggest to those that want to climb. Play in normals a lot to practice mechanics and such so that you can carry yourself to a higher rank. Many people complain that its their teammates when they need to take a look at their own play and see that they are doing bad. Am I bad? Damn right I am! XD I know that I suck at certain roles but I keep playing normals to improve myself, and even when I lose I try to leave that game with new found knowledge if I can.

Troll or not, it was still just coincidence that they were in your game.

If they had been identified as a troll they would be 14 day banned or permanently banned, not matched with other trolls or toxic players.

I'm with you on this one. Sadly it really was just random coincidence. It does suck when it happens though. But I don't go searching every person I group up with on op.gg every single match. So I really don't know my teammates previous actions or bad luck. But I do judge them (not intentionally meant to be a bad thing) on their attitudes they present in the game I am in with them. If they are friendly even though they had a bad score: I will probably be giving them an honor even when we lose. If they are horribly rude to anyone (even if its not me) and it does seem like it should be reported I will report them, but I won't mention that I am planning on reporting them.

I believe it may have to do with the physiological aspect called Negativity Bias.

No. This is referred to as "prisoner's island" and riot has spoken out against its use multiple times.

That isn't what low priority queue is in league. Low priority queue is just an extra wait timer before you can join a game, nothing more. Which is the penalty for leaving too many games.

I really wish they would make it so that instead of a perma they got placed with players who act similar to them so they could be on the receiving end.

Just because the police say their isn't systemic racism in the works, doesn't mean its true, as such has been revealed. JUST BECAUSE RIOT SAYS THERE ISN'T A PRISONER ISLAND, DOESNT MEAN ITS TRUUUUEEEE.
