nope... cant enforce it or prove it just dont be toxic or intentionally feed and dont be like 5v5 teamfighter he is a toxic person who is banned and full of salt about it

There was this drunk guy that played drunk and typed in a drunk Portuguese on EUW and he was banned for it.

maybe he was banned for what he typed .. not cuz he was intoxicated now did what he type influenced by being intoxicated? most likely

just as any form of verbal abuse, flame, vulgar , obscene language etc you can get punished/banned for that...

they cant prove he was drunk or intoxicated and nothing in the TOS or Summoners Code states that

It was drunk portugese, you couldn't understand a single word he said. He said intelligible words and got banned for them.

I know portugese and I couldn't understand half he said... also it wasn't offensive it was more like "whats top? mid is jungle? why is the floor so green?"

I often play with a 3-5 man premade comp. We're all either drunk or high (by my name you can guess how I play). Sometimes both. I think we have over 60% winrate when playing together.

It depends on what you do and say when you're high/drunk.

I wouldn't like a high or drunk or high and drunk player on my team, but as long as he or she isn't breaking the Summoner's Code or Terms of Use, I would not report him or her.
