That just makes you problem #3. They aren't going to improve their behavior due to your reaction, and they won't evade punishment because you kept it to yourself.

But then again, I treat League like anything else. And I know for a fact that if a football player intentionally took the ball and ran the wrong way with it just to trollo his team, his team would bitch at him. And rightfully so.

Flaming should not be 100% okay for any reason because it just fuels the fire. Do not call anyone names, don't use offensive language, don't verbally abuse anyone, and do not excite everyone to get that person banned by saying "This guy fed, GG! Report plz!" all these things are considered abusive and it's punishable.
Sorry flaming should not be acceptable at 100%.
EDIT
If you feel that the guy is abusive report it and record all text you see on screen. For example: If you see a player write something like "This Jinx fed bot lane, report plz!" record that transcript on your report and explain why it violated the game. Doesn't have to be exact because Riot administrators can see every chat a person has input and you could just briefly say "This guy said Jinx fed and getting everyone to report her" the admin will take note at that and find where exactly in the text. NOTE: Give as much detail as possible admins love that and makes it easier to pass judgement.
