Just had a game with guy who get support role,then asked me for jungle and I refuse,so he pick xin support,buy dorian blade first ...Give first blood and feed enemy twitch ... Wee lost game.He had full damage items and 0 10 score and full damage items.Enemy twitch had 20 4 score...Is that behavior Banable???

As support, people always judge you based on your Kill-Death ratio, which is not an indicator of your ability to support your teammates.

Definitely off-meta, provided he was trying to win. 0/10 is a bit suspicious, but without seeing the game personally and seeing how he was playing it's hard for me to really pass judgment.
Generally, as long as he's trying to win, then it's ok. He did go 0/10, and didn't seem to build any support items. It may be off-meta, but it didn't seem like he was building the best way a melee support could.
He seems to be a Xin-one trick. Some players just don't like going out of their comfort zone. Even his Xin builds don't vary by much.

I've tried off meta supports and fallen flat on my face but still had the intent to win the game.
I'd have to watch a replay to really make a determination.
Xin is pretty OP right now, if he aint baned, play him wherever you can...
