Ranked is the only time where I'd EVER want to dodge, and that's the place where you completely fuck people over for doing so.

No, I don't want to sit and play in a ranked game where my mid laner calls people nggr for not banning Yasuo, and then proceeds to lock in Singed with cleanse and smite.

They simply don't want people abusing it to avoid matches that look slightly undesirable to them, trying to boost their win rate by only playing matches they think they have the advantage.
Maybe there can be some compromise, where you can dodge a couple games every once in a while or during your promos, but without a considerable limit on that the queue times will skyrocket due to games not starting over constant dodging.
ranked dodging IS allowed. But it can't be free or people will dodge anytime everything isn't 100% to their liking.
The example you provide has never happened to me. If it did, I would gladly take the 3 lp loss to not play with this guy. If you don't want to, that is your prerogative. Then you play the game.
