The system should look at BOTH players chat logs, the reporter and the reportee. I bet many people out there on the Fields of Justice have been reported and falsey punished sometimes even if they weren't being toxic while others who have been toxic have gotten away for free.
If they didn't get reported then obviously the other players didn't feel it was necessary. The system is driven by how players report; making it look at players people don't want punished doesn't do anything but muddy the system.
Why does that matter? Retaliation isn't protected. The expectation is that, rather than answering toxicity with toxicity, we'll just mute/ignore and move on with our adult lives.
