riot only bans ppl for boosting when scripts are invovled

so I submitted a ticket for a guy who was clearly boosted this season and last. the evidence was overwhelming, and he even admitted in chat by saying things like its his money he can spend it who he wants and him being boosted isn't the reason we lost ect. but the physical evidence was why he was reported. he had an overall win rate of 41 percent with 100 plus games in ranked sitting at plat 5 0 lp with a diamond border this is what made me check his account history. his champs with 20 or more games he had kdas of under 2 and win% of around 40. then he had champs like kayle and nocturne and other odd champs with about 8-10 games or less with anywhere from 70- 96 win% with kdas 4-6. in these games he would always have about 100 cs more then what he normaly averages as well low death totals. this was over 2 weeks ago riot sent me a reply that they were looking into the matter but hes still playing ranked games as of today. my thinking is he boosted by someone who prolly had a vpn and didn't script so no ban.
