Refusing to end a ranked game should be punishable

We had just aced them; in fact, we aced them multiple times. Kha decides to recall at full health every time and says "no I want to have more fun with this game cuz it's too easy." He refused to end 4 times. Straight out refused and even admitted it in chat. So the enemy scales into late game and they win. Kha should be subject to punishment for wasting 45 minutes of my time being a selfish prick.

The code states that people should always try their best to win. Deliberately stalling the game in order to prevent a victory on your side goes against that principle, and therefore it's reportable.

the worst is when u ace them and everyone just wonders off to do wolves or some shit instead of taking a turret or inhib. or worse still when u ace them and only one of your team mates is left alive, and your pinging the turret but they dont know whether to back or not, they end up dancing back and forth until they finally decide to take the turret by which time its too late and they end up dying for no reason

Isn't failing to end the game in a timely fashion a matter of player skill, rather than interpersonal behavior? In your example he's maybe guilty of aiding the enemy team, but even that is a stretch. That Kha'zix will either learn to seize objectives while the iron is hot, or else continue to hemorrhage LP. A chat restriction or 14-day ban for being cocky seems hard to justify.

I don't know if that is a reportable offense but you can describe it in other ways in the forums and see if any reds agree or disagree:

Someone who refuses to end a game could be seen as someone who is not supporting their team and actually driving wedges between themselves and the rest of the team (SC1). For better or for worse, in this case worse, the team's fate is intertwined with the Kha's. The game was in full swing and rather than being a positive force for the team, the Kha contributed to the team's demise. Kha was solely enjoying him or herself at everyone else's expenses (SC4) by refusing to end the game and essentially leaving the game by backing until the enemy team was back up again (SC7). Because of this short term afk/leaving, they've started to destroy their relationship with their team (SC5) and openly admitted to intentionally doing it by stating they want to toy with the enemy. This is almost akin to not being humble in victory (SC6). They're trying to gloat and show bad form with this behavior. It's selfish and is destructive in a cooperative team game.

It sounds to me that what he did could be construed as "Griefing" or even "giving up". I'd report it, particularly if it led to a loss. With that kind of odd report I would write some text in the box explaining what happened.

I honestly don't even know if I want to keep playing ranked or just stick to aram or uninstall. People just flat out refuse to take it seriously, and by that I don't mean I need to win every game, but god damn people seem to treat it as a joke.
