What I can recall as far as punishments in this game have included a 40 (!) game chat restriction but that had been season 4, and one 5 game chat restriction this season which was several months ago.

They don't want people who take the game seriously on pbe,
just casuals who don't care and log on to try out free skins and champions
don't believe me? see the list of bugs that made it through that would have been caught if people were doing anything other than what I listed.
