This is where you go wrong. You're not supposed to call for others to report someone. If you really want to see them reported, do it yourself. A players is no more likely to get punished because he recieved 9 reports in one game as opposed to 1 report. The system performs the exact same check.

Because you broke the rules. Now, let's say you didn't break any rules but you somehow recieved 9 reports anyway. You wouldn't be punished. That's not how it works.
Then when RIOT goes to look at the reports.... THEY CANNOT FIND ANYTHING!
