Can saying "its not even ranked, it doesnt matter" be considered toxic?

for multiple reasons this alone should be a reportable offense, not only is a sheer justification any and all toxic behavior in all things excluding the ranked matchmaking but as well undermines the competitive and team orientation of LoL.

Saying "it's just normals" undermines the game itself, if you were to run it down mid and feed 26 kills to the enemy team, and afterward say "it's just normals" it's not a justification, you ruined someone else's game because you don't care, and I myself think riot needs to address this. This phase alone is used as a justification of toxicity in not only RGMQ but in draft and blind pick, if you're not concerned about winning that's perfectly fine, but not trying and putting in no effort to actually contribute when you are apart of a team oriented strategy game shouldn't be allowed.

It boils down to this: are they trying to win. Maybe another player's tilted off the earth, and this phrase reminds them not to flip out over normals (or, hell, over a game). But if they're saying it to enforce giving up or going afk, well I would report it.

the game ended with both of us doing for the most part, well because the team roamed to help. i only asked at the beginning of the game because we was being ignorant, stubborn and refused to cooperate when i tried to say something, i dont have time at the moment to find it.
