DC-ing on purpose or client?

Lately i've been seeing a increase number of DC, AFkers in rank games now. Ever since the new client was available to the public their has been a new increase in DC's and AFK's. My question is do you guys think this is purposely dc-ing? or is it just a fraction of league players still play on toaster? And if so, do you guys believe riot should allow people to stick with the old client if their pc doesn't support the new client? Or should people be refunded LP because of someone dc-ing? Or maybe make the punishments much harsher just till the client is out of beta?

(Before client) Afkers - 2/10 games DCs - 1/10

(After client) Afkers - 2/5 games DCs - 1/4
