Why can't perma banned players use Hextech crafting?

Especially players that aren't even banned. I understand that they are trying to punish people for being toxic and stuff, but I think the 10 game chat restriction months ago was enough for me to right my wrongs. No need to have a lot of people not able to do hextech crafting and a lot of people quitting all together because of it

well riot is trying to give you a reason to improve your behavior. a bunch of ppl just say "fuck this if im permabanned i make a new account" but with this system these players have a reason to stop being toxic little f..... and well permabanned means rip. too bad lol
