smurfing exists but detection pits them against other smurfs

didn't they add sms verification for Clash and a 'cooldown' if a player wants to change the associated account? I don't have enough free time for clash, so I've only picked up bits and pieces on how it works and I thought I remembered seeing something along those lines in one of the articles I've read.
