If it goes through the ban tiers yes. If you have reformed then no.

Not unless you're Tyler1 who is ban on sight for Riot from what I've heard.
I'm posting from the username of my banned account and I've actually got another level 30 (Higher rank too, I've really improved and relaxed while playing) that has had zero trouble. Not saying I would mind getting my several hundred dollar account back, but they don't ban you on sight.
