How to solve toxic/negative/inting behavior
When someone gets 5 reports for any of the reportable offences, send them a warning.
Guarantee you it will fix flaming, negative attitude, inting etc.

What you want is better clarity on the system, to give out warnings early that a certain behavior isn't acceptable, which is great.
Sadly, the mass reporting part will not solve this problem.
Btw, did you know that the number of reports you receive in a game doesn't matter? 1 report does the same thing as 9 reports.
