Is It punishible to purposefully throw a ranked game?

So today I was playing a ranked game, played kayle top, bot me and mid dominated our lanes, but went even ish, our smumu support died 2 times but our jhin also got 2 kills. We had a big lead early, but as we progressed, my team started goofing around and we started to throw, my internet also disconnected like 5 times for ~5 seconds before I went and fixed the cable. We were winning teamfights but then their 2 inhibs down respawned, they pushed to the middle of midlane, we knew we could win this fight, so we called everybody to group mid, but amumu instead heads down bot and just sits there. We ping him several times to come mid and type in chat group mid. All he says is lol no, then proceeds to continue to fka farm bot. We're at a stalemate mid until blitz flash hooks me, we proceed to get slaughtered in a 4v5. Punishible?

Maybe if you have the game recorded or some way to prove he refused to help the team out he might be punished on it... I'm not 100% sure on what went down to give you a clear anwser

If he admits to not helping at all the best way to go about this is have a screen shot of this and send a support ticket to riot about X player and they may do something about it. Otherwise its really hard to prove anything that he did infact refused to help. I say if he said in chat and just sits in base leaving you guys to 4v5 and you have a replay of this to prove it then you have a really high chance to get this player punished.

Well, its not really punishable. If person doesnt want to group cause he thinks its bad idea, or he has different idea, its his choice.
