Are lane roles taken as information when you send a report in ranked?

I'm curious if when I report the jungler for going top lane, or the support for going jungle (not counter-jungle) when it's not agreed upon in the beginning of the game, does the report take that information? I remember the tribunals faintly and I think it took game length, item builds, champs, scores, and chat logs but now we have people deciding that they don't like what they queued into or they "chose fill because it's faster but since they're a smurf they're going to jungle instead of playing support like they got".
