How do I report a suspected account seller?
I don't know where in the support ticket I'm supposed to do this, and half of the options just tell me to post about it here.

You can just submit the ticket under the generic category: I have a question about League of Legends/Riot Games. Since it's not about a suspension or anything on your own account, there's no need to select one of those categories. In the body of the ticket, be sure to give them as much information as you have about the suspected account seller's account, including a link to any screenshots you may have. You can use image hosting sites to upload the image, which is especially helpful if someone sent you a private message with an offer to buy an account.
Whenever you submit a ticket to support, they are very good about making sure that they are routed to the correct department to get them handled as quickly as possible. Just keep in mind, due to privacy policy, they will not be able to discuss any action they happen to take against the potential account seller. Support will thank you for bringing the information to their attention, and will get to work investigating matters and take it from there.
The thing about posting things on the Boards, is that there is a no "Naming and Shaming" policy. So, if you were to post something here listing that player's name, the post would either be deleted, or edited by a moderator to remove the player's name. It all boils down to privacy, and making sure that players are ever accused of things unfairly, or subjected to witch-hunting here on the Boards because of posts.
