In most cases, it's not the exact words or phrases used, but how they're used. If somebody is harassing you, it doesn't really matter what's being said, since the intent behind it is harassment. So definitely, report it. If the person harasses other players often (regardless of reason), and enough people are reporting them for it, they will be punished.
That sounds a lot like Hate Speech to me. Any kind of verbal harassment because of a prejudiced conclusion is pretty much classified as such, its not just racial and homophobic slurs. So if someone was harassing you on the sole premise that you are or may be a Trump supporter, that could be very well considered Hate Speech.
It has to be. If you get punished for insulting someone's sexual orientation, race, or religion, then insulting someone's political views must be punished as well.
