4 months of Reforming getting 1/2/3/4 honor random after every single game ( min 5 per day ) and still 0 Honor lvl. Yep i Was 2 weeks banned at end of August
But the most satisfying thing was that my honor didn't 'reset to lvl. 2 at 16/1/2018 when new season begin ....

It only reset for those that were Honor 3 or above.
Did you know that getting validly reported to will slow down your honor progression?

If you're still honor 0 it's because you're still behaving in a toxic way and getting valid reports. Someone clicking on your name end of game doesn't undo negative chat.

Why should your dishonorable status be arbitrarily forgiven at the beginning of a new season?
Honor level denotes the trust that Riot has in your ability to be a positive member of the community. By receiving a two-week ban, you drove that trust down to zero, and so far have not actively changed your behavior enough to rebuild it. It's illogical to suggest that you can regain somebody's trust simply by waiting past an arbitrary date.
Riot made it clear that if you were honor 0, your honor would not reset. That was in their announcements to us, the players.
