In fact Riot does nothing.... A friend boosted an account to Plat5 and he even commited it to the player support.... and this case is since september under "investigation"......both account are still active without penalties....

so....dear riot....take your lies and fuck yourself.

"riots anit-boosting-action": lets punish some famous players... and that punishment lookd like "go for 10min in a corner and think about it"....

I mean it is possible that they missed this particular case and investigations take time and aren't instant. Also your friend is an idiot for reporting his own case of elo boosting.

Riot has NEVER just gone on the word of a player so the investigation is probably still open. I believe Riot is going to do one final ban wave on the 10th at 11:59pm to get rid of all the accounts that are ineligible for rewards. As Riot has always stated they take these offences very serious so they hand check each case that the system marks as a possible, and I'm sure they do the same for submitted reports.

Is it possible they were overlooked? Of course, but I wouldn't go as far as saying their new system was a publicity stunt unless you have more evidence then just two accounts that are still being investigated.

Based all these post that keep appearing about how someone was "falsely" banned for boosting, it looks like riot does ban accounts that are involved with boosting.

I don't know how long a boosting investigation takes, but they probably look very closely at a lot of factors in the account's history. Despite what some people claim, Riot doesn't want to issue false bans. And confirming a boosted account takes a lot more effort than scanning chat logs.
