What are the penalty's for unsportsmanlike conduct
im just wondering so I know what he got. "reported a very toxic and disrespectful person and got a message saying he was penalized"

Depends on what level of the penalty system the person was already at and what they said in-game. There are two levels which have chat-restricted games as their punishments (10 games and 25 games respectively I think) the third level is a 14-day suspension, and the final level is a permanent ban. They can go down levels if it's been a while since their last punishment, so you can technically "redo" a level that way. They can also skip levels depending on what they said/did (racism, sexism, etc.)
