In order to get a 20 minute leaverBuster punishment, you need to leave or afk out of a lot of games.
The first time, you would have to type 'I Agree' to the leaverBuster terms. You would then have to show a history of leaving in order to receive the first level of punishment, which is 5 minutes. You would then need to leave a few more games to arrive at the 20 minute wait.
If you are leaving games due to computer crashes, I would suggest you try to resolve the underlying problem. It doesn't matter if you are intending to leave or not, they both have the same result of leaving 4 other players at a serious disadvantage.

You may not have wanted your computer to crash but you are responsible for making sure that it doesn't and you failed to do so.
You don't get punished for leaving individual games, but for leaving games at an unacceptable rate. Since you are at 20minute low priority queue this is obviously not the first time you have left a game. You need to look at what is causing those leaves and fix it before you queue again not just hope that it doesn't happen again.

No one reported you. That's just leaverbuster. It's a flawed system since it doesn't differentiate between afkers & people who just happen to lose connection. At least it's not old leaverbuster where you got banned for a week...
You wanna know what that happened to me several times so i got 3 10 min delays so i suffered through it n i got 3 more hense why i took a very very long break from league
Have you figured out what caused the crash? If not, I suggest doing so such that your computer won't have the same problem again, and you won't get dumped into low-priority.
