Riot probably stop trying so hard to ban people who ruines the game

I quit around 3 years ago because there were too many toxic player which was not the main reason. half of them were toxic but they still play and try to win the game which is fine, the other half just start trolling. i came back 3 years after, thinking that riot tries so hard to reduce the toxic level of the community, it must be improved if not the same... But i am wrong, it got worse, 90% of the player who were toxic start trolling. But why? Riot got lazy on trying to improve the community by putting auto punishing bot that automatically chat restricts people who swear lol how funny is that... chat restricts doesn't help improve the community, it makes it worse, they need to actually ban people for having such behavior, people dont care and won't care if they can still play the game and screw people up... its sad
