Playing newly released champion in a ranked game should be either warned or reportable and heres why

LOL its not a reportable action. Wrong, playing a champion that has just been released within 3 hours up to 3 days, you're not gonna master him. Not only you won't be able to master them, you are pretty clueless, in most cases. Meaning you're playing something you don't know how to in a ranked game. Playing them in ranked game shows you dont' give a shit about winning or losing because you just wanna try a new champ... then whats the different between playing a newly released champ and went 0-10-0 in 18 mins and playing something you probably played it once like 4 years ago?

Suggestions to Riot: New champions shouldn't be playable in ranked within a week of released. Because we all know nobody can master them within a week. Not even pro players.

What about PBE or naturally good players. with this logic you shouldn't be able to play any champion without level 3+ mastery I'm ranked either

You dont have to master champion to be allowed to play him. Also not having win as a highest priority is not wrong either.

If that was something they wanted to limit they would just disable new champs in ranked for x time.

EDIT: reading is hard.

You underestimate some of the "pros" out there.

That's dangerous.
