Why is ALL chat even a thing?

Like seriously, people use it only to: -blame their allies in front of their enemies -blame the enemies (especially the jungle) -say 'gg easy' -complain about afks -'report my team'/ 'gg this team'

On the other hand, it's helpful because... bec... uh.. IT'S USELESS. (in my opinion)

(yeah, I know there is a command that disables the all chat, but seriously.. why does the all chat even exist in this game?)

Because some of us are capable of using it and it would be silly to base our social dynamics on the lowest common denominator? I use all chat plenty, for none of the reasons you stated. Your statement that "people only use it (for bad things) is therefore false.

 Since you already know there is  a command to disable it, why are you even asking the question? You can have it your way by disabling it and I can have mine by not disabling it. Your solution only satisfies you, the current system satisfies both of us.

because it allows communitcations between teams ive commended people on their plays and traded jokes in all chat

There's some of us that like to screw around in all chat. I don't mean trolling or anything; just chatting, complimenting plays, maybe a little silly role-play every so often based on our champions.

When used properly, communication can make the game vastly more enjoyable.

90% of the time all chat is the reason someone is getting reported/chat restricted for the reasons you listed in your original post.

Personally I disable it except in the case where I 1 v 1 a friend in order to discuss the terms of the game

I occasionally use it to call out a scripter

It exists due to custom games and friendly banter between enemies (especially if friends end up on opposing teams) which is very amusing when encountered.
