Is player behavior & moderation really enforced?

I'm sick and fed up, truly i am. Ive been grinding ranked and literally More games than not i have teammates that say

" I GIVE UP, OPEN MID, OPEN TOP, JUST PUSH AND WIN "

I'm pretty sure if they're behaving like this now, they've behaved like this before, and if they've behaved like this before, they should have been reported, and if they were reported, they should have been so to speak ' moderated '.

BUT NO, LIKE I MENTIONED BEFORE, this season, im 150+ ranked games and counting and MORE OFTEN THAN NOT, it consists of these VERY SAME PLAYERS. So i'm wondering to god, just how the hell are they still playing in ranked queue, WHY ARENT THEY PUNISHED?

a queue that requires an account to be level 30. and these guys that threw the game LITERALLY JUST GET TO REQUEUE AND POSSIBLY RUIN ANOTHER PLAYERS DAY.

one guy in my recent game even had the audacity to state, " Oh yeah even the Koreans go AFK, and they're considered the best! "

like okay, what the hell does that even reflect in the current game you're in? NADA IS WHAT!

Riot, you've heard me out, and ive been playing since early-mid 2014 so believe me when i say the reason why your communities have the reputation for being the one of the most TOXIC in gaming is because the enforcement behind your report system is failing the community.

The reason why a majority of people in US society dont go around robbing people is because there are COPS that ENFORCE and PUNISH law breakers. Examples are made, and in exchange, order is established.

The reason why a majority of players in League are TOXIC is because they do it so much but dont get PUNISHED

And im not talking about the controversial punishment equal to that of big youtubers or streamers. I'm talking about punishment fit for someone who find they have little to lose by throwing games

Listen, the punishments im looking for aren't that severe such as banning an account all-in-all regardless of the individual making purchases on that account exceeding hundreds of dollars.

The Punishments im looking for is quite simple, You screw around in ranked once, you get a 30 minute ban. You screw around in ranked twice, you get a 2 hour ban 3rd time? 24 hour ban 4th+ times? 7 day ban. Guess which game currently does this? CSGO, and that's why their competitive more often than not actually works.

BUT THE PUNISHMENTS WONT MEAN JACK SQUAT IF THEY AREN'T EVEN ENFORCED. WHICH IS WHAT LEAGUE PLAYERS LACK SEEING.

A new system you should incorporate is when you reported someone and they are punished soon after is inform the reporter with a small note, just as steam players receive notes " a player you recently reported has been permanently banned ". This will encourage enforcement from both the community and riot to build a better reputation as a whole.

I'm a real competitive yet casual gamer. What i mean is i'm not tournament competitive, yet i wanna feel that same thrill and adrenaline of putting my skills to the test when i play with friends, and i believe this is one step in the right direction for League.

Keep in mind it happens on the enemy team too. By statistics, it'll happen to them more often since they have 5 players and you have 4 (discluding yourself).

Player moderation is only really enforced when a lot of people report the guy and it's over multiple games, unless it's for hate speech.

Honestly, after the second time.... I would doubt they would actually be trying to improve. What you propose doesn't really enforce any sort of need to improvement as it doesn't limit them until it really starts becoming a habit vs a one time thing. Slapping someone on the wrist three times in a row wouldn't do much, imo.

punishments are being enforced. Look at these boards and you'll see people punished all the time.

What they fall short doing isn't the enforcement side of it, but the communication side.

For example, if they was a way to show how effective your reports were, that is a statistic to show whether reports were effective. Or they can show on a weekly basis how many people are under punishments for various behaviors, that is another form of communication.
