The language barrier

In EUW we struggle with one big problem that causes many games to be lost... Many times, we face players who don't speak english. Or at least, don't want to speak english. And so we just end up having our chat flooded with a language that three people among us actually understands. Just last game, we had a jungler who kept talking spanish all game long, even when I asked them not to. I don't know what they said were calls, hints or flame, but he kept saying Malzahar a lot (Which is the champion I played), but there's no way for me to know because, guess what... I'm not spanish. Am I the only one that's getting rather annoyed by being forced to play with people we simply CAN'T communicate with?
