Is trolling a queue a punishable offense?

Everybody's had an encounter with the one teammate in queue who threatens to troll if everything doesn't go their way. Their champ gets banned? "Disco Nunu, boyzzzz!!1!" Doesn't get the lane they called in blind? "MID OR FEEEEED"

The current queue system gives individuals huge control of the outcome of the game, right from the start. If trolling in game is a punishable offense, is threatening to troll an offense too? Although the player may only be threatening, they have the complete power to decide to lose a game and no punishment if someone decides to dodge. In fact, the punishment for dodging goes to person who left...

Is there any way to report the person who's trolling in queue?

troll doesn't exist it just an excuse to insult someone else and anyone crying about trolls are often the players that lead their team to defeat (lack skill and knowledge) and badgering someone won't make them want to help you which lead to no teamwork and the team that has most usually will win the match.
