Is it reportable(verbal abuse?) when someone threatens to report others for inting when they aren't?

I see this way too often, and it kind of drives me crazy. Specifically in my last game, the players on the enemy team were threatening to report eachother for off-meta picks with the mindset that any off meta pick is inting(in this case, it was a Taric top and an Ashe support who both did fine). There have also been plenty of times where someone will just make a few mistakes and die, but someone gets mad at them and threatens to report for inting.

I just want to know whether or not I should report these people. >.>
