The N-word isn't even banworthy, yet I encountered it in like every game I've played for a week? That's disgusting, and it's making me want to riot against Riot.

It does get punished. But they can't preempively stop people from saying things. That's why you can still run into verbal abuse. Also, it takes highly extreme cases to skip punishment tiers, and you only see the "A Player you reported has been punishied" notice if the game you reported was the final game needed to trigger the punishment.

FInally, just because you see the player still in games, doesn't mean they aren't on a chat restriction. It's also possible the player simply hasn't been reported in enough games. There are players who believe reporting does nothing and don't bother to do so.

Just hang around the PB&M boards for a bit, and you'll see plenty enforcement vs verbal abuse.
