What is Riots official stance on banning champs your teammates declare? Can you get in trouble for it?

you cant. you never know if this person banns the champ because he doesnt want the enemy to firstpick it. or if he is just an ass.

As far as I know Riot cannot see what goes down in champ select, so no, you probably would be okay.
But... why would you do that in the first place?
