Will queue dodging lead to permanent ban?

I'm a very unskilled bronze player and recently I only played some ARAM games. I noticed that the queue dodging rate is pretty high - I feel that probably ~60% of the ARAM games I played were dodged in champion selection. I feel that people dodge because they get champions they don't like or they don't get their favorite champions by trading.

I heard that the dodging may result in 15mins or 1 hour ban. I'm just curious: if a person dodge very frequently, like 5 times per day or 30 times per week, will Riot permanently ban his account?

It's hard for me to imagine that the harshest penalty for dodging is only 1 hour ban, however, based on how frequently people dodge, it seems that you can dodge whenever you want and never need to worry about permanent ban. Am I correct?
