In games where people are free to make as many accounts as they like, it's hard to prevent things such as boosting. It does get detected, and it is punished. If you suspect someone of boosting, feel free to report it. Hell, even in games where you have to pay for a new copy in order to make a new account, smurfs still make their rounds. People still boost. The only reason that boosting exists is because there are people who are willing to pay for the service, as they feel they are unable to obtain it themselves.
