Why does the system not catch Legitimate trolls?

How do players like this go 2 full seasons trolling and not get caught? Its pretty obvious yet somehow even if they are reported with detailed reasons why they dont seem to get banned. Is there a reason for this?

in our game pregame chat i asked my team not to ban pantheon "fuck you bitch" bans pantheon goes afk in game after feeding on purpose for a bit not fully, just walking around in base i added his previous teamates and asked and they said he did basically the same thing, banned someone out then went afk after feeding. To those asking how i know hes trolling and not just bad. Ask some of his teamates in his games if you dont believe me, add them and ask. Also how do i delete a link?

So first and foremost, the boards have a no naming and shaming rule. Which means that link needs removed.

Second, how exactly is he trolling? He is playing ap Ez from the looks of it

Doesn't seem obvious to me either so if under manual review it's not I wonder how you expect an automated system to catch it.

How can you say that he is trolling ? I mean there is no obvious signs of trolling here, just someone doing pretty bad.

Because the system is geared to punish people who actually call the trolls out for what they are.

Apparently, people can do whatever they want but god forbid you call them a troll! Chat restricted for it despite the guy stealing my lane, feeding, and losing it. No, I didn't swear or wish any harm on him, no racial slurs, no hate speech, no feeding. My crime was calling him a troll and saying I won't reward trolling (are we supposed to reward trolls?) and he gets off with nothing.
