Does this really deserve a chat restriction?

To clarify in pre-game chat I asked team not to ban shyvana and then showed that I want to play. The adc for absolutely no reason started swearing at me and being childish thinking it was hilarious and banned my pick. I said absolutely nothing other than "okay" then muted her at the start. Aside from the troll in my game i was in my opinion not "toxic". If you want context for a specific part ask.

The purpose of the chat function in the game is to coordinate tactical play with your teammates. Using the chat to argue with people instead, is an abuse of the feature that disrupts games and violates your contract with Riot Games, Inc. and its subsidiaries.

You have been violating your agreement frequently so you were sent a few games of recent examples of this and a chat restriction was placed as a notification of this and as a reminder. The number of chat messages that can be sent are restricted as an example of the frequency and appropriateness of chat usage for players.

You prefaced with "aside from the troll in my game, I was not toxic" (paraphrasing). Riot does not allow selective toxicity. That would be a chaotic way to run things. Instead, you are expected to NEVER be toxic. They cant go review whether or not someone deserved to be flamed in every report they recieve. So, him being a troll does not justify acting toxic, according to the rules.
