If you don't report and they don't lag often, nothing will happen.

If you do report and they do lag often, it will help get them punished.

If you don't report and they do lag often, they will keep ruining games.

In other words, reporting is the safest course of action, and the worst case scenario is when you don't report. If you honestly think they are just having a random and rare issue you can forgive, it's entirely up to you to do so.

tbh if it is ranked... i would report but be lenient on it liike just one catagory instead of 2 or 3

If you had one game where your ping went to 500, would you want to be reported? I've had a lot of players have bad ping because of the east coast snowstorm, so try to think things on a larger scale.

Until there is a way to check ping before entering a game (Customs is not reliable) then no it is not possible
