Tahm Kench Ulti Bug

Tahm Kench's ultimate does not show its on cooldown for the rest of our team. One of my buddies has been playing kench support/top and the odd time i ask him to ult over for a gank or objective he says its on CD. Which is weird because I definetly see a green cirlce(indicating he has it) where the cooldown timer should be.
