Not qualified for hextech yet I have no restrictions on this account?

The FAQ says that players who have restrictions on their account are not eligible I realize, but I just finished a game and it told me I wasn't eligible for the hextech loot, but I opened a chest the game before this and got a skin and a ward skin with some essence. I have no chat bans and I only had a 2 week on this account like 2 months or so ago. Tell me this is just a bug they're trying to fix right now because this looks really fun.

Nope. Riot basically gave everyone a free chest containing a ward skin, skin, and essence. Then anyone with a previous chat restriction (even over a year old) is not able to obtain anymore rewards. They basically dangled candy in the face of children and then said "No you can't have it because in the PAST you were mean someone". I thought the chat restriction was a punishment to allow for reform? but I suppose that's not the case. And since there is no way to track your reform, you might never earn rewards for the rest of your league days. After looking through the chat log of my restriction I realized that I needed to be punished, but the chat restriction alone should be enough. You shouldn't release new content and say that players with a previous behavior restriction cannot have the opportunity to try the new content. It's like "Hey you just spent the last 10 games in chat jail, now you can't have fun earning rewards ever again because you said the wrong thing in 3 games out of the 3,000 you plays this year.
