Sounds like a glitch. Either the report card incorrectly told you it was a chat restriction when it was a 14-day ban or the system is mistaking your 10 game chat restriction as a ban and is locking you out.
Either way contacting support is your best option.
Can you screen shot the reform card instead?

Seeing as you already had a 2-week ban, I'll go ahead and assume that this is just a visual glitch. Sorry to say it, but you're probably 14-day banned or permabanned.
Contact support and they should be able to explain the situation.
he might have said a no tolerance word that eventually got picked up through the report :o
