Low level toxicity is way higher than toxicity after level 30

So recently I've been leveling up another account to 30 for the fun of it and my god the toxicity is unimaginable! Every single game i have had 1-3 incredibly toxic players on my team then the same amount on the enemy team. Are perma banned players making new accounts and just getting back in the game? My last game where I did fine and we even won the game (I went 10/5/5 on akali) my teemo and vayne were unbelievable toxic towards me every time they made a mistake or died. They behaved like people who shouldn't be allowed in society let alone the league community. I recieved 2-3 reports for verbal abuse (teemo and vayne reported me, i doubt lee did but maybe. lee wasn't very mean but i think he was friends with vayne) when I wasn't mean to anyone and didn't even do bad, they reported me just to report me. If perma banned people really are just hopping back in the game you need to stop permabanning people. Sure we 30's encounter toxicity every other game but it is immense toxicity every game below 30! You are scaring away new players! Also, that instant system is shit, for a game where i wasn't mean or abuse to anyone in anyway whatsoever, i received one of your instant warnings for verbal abuse -_-

The problem with reconsidering perma bans is that at the point where someone is getting permabanned they are almost guaranteed to reoffend. They did a test a while back where they hand picked a bunch of perma banned players that they thought had the highest chance of reform and 95% reoffended.

So even if some perma banned players make new accounts and continue on, not everyone will. And only 5% of them need to reform or quit for it to be a net game. It is unfortunate but there is no easy way to stop people from making accounts on a free to play game. They would need to tie it to your actual identity which wouldn't go over well, at least in america. IMO even knowing that some or even most of perma banned players make a new account and continue with their bad behavior it is still preferable because leveling is only temporary. Especially now that the punishment systems are much faster. It does suck but leveling is temporary and smurfs typically get separated out in match making pretty quickly.

Don't worry about the warnings(just for clarity they are not a part of the instant feedback system). The warnings are solely the result of a spike in getting reported. This happens before any reports are validated. At some point those reports will trigger a review of your behavior, if there is nothing to find the reports will be thrown out and the reporter will have the value of their report reduced.
