This yasuo kept feeding over and over and over and just making dumb decisions, made us start off 9-2 so people myself including just would say things like "can you chill out bro and just farm? we don't want to get too far behind" and he just kept saying "STFU" over and over and over. He finally did well later on, but I found it very childish and toxic. I am waiting to see if he is punished for doing so.
You're punished for repeatedly being toxic over a large number of games. I'd say it's unlikely his team will harass him most games, so if that's all he did I doubt anything bad will happen to him.
Honestly, you shouldn't keep bothering someone that clearly expresses he wants you to stop. Sure, he could just mute you, but you're all responsible for the negative conversation.

Everytime he said STFU I just said ok and left it alone. I only said something twice, once when he tried to kill Azir yet again and goes 0-4, and once when I pinged not to try to contest a dragon and he dives in and gets 3 people killed who followed him.
There's being an ahole and then trying to win a game. You can't even tell anyone anymore strategy, to stop feeding, to play safe, or anything because they all get so offended and refuse to acknowledge their bad play. I don't think that's right by any means. We do live in the land of the offended though, I guess.

If you reported him and he is deserving he will be punished. However, unless your report was the last one before his punishment, you will not receive a notification.
Just type /mute all (In Chat) and play the game.
I have had to do this twice today, two toxic teams.
First Game, Players argue after throwing off my lane and almost costing the game because of being an idiot its either argue all game or /mute all and try to play what is left of a thrown off game.
Second Game, I had a player play as a off meta support which really isnt a support go into my lane and throw me hard to the point where the game was unplayable couldn't 1v1 anyone because of him.
/Mute All, Play the game, Report the user for toxic trolling.
I say stfu to people after the 2nd or 3rd time of them telling me what to do or what not to do when they themselves aren't performing any better.
