RIOT can you please remove the "leaving champion select" time penalty?

If I enter champ select and my team is already dysfunctional, people fighting over roles, auto locks, threats to feed, afk or any other bs then I should be able to leave without punishment. If I leave in the middle of a match then I also get penalized. Point is, if i don't feel comfortable playing with a team then I should be able to leave before hand.
