What kind/type of messages you have to send for them to be considered spam and be actually punishable? 1 in 10 second? 1 in 5 second? Five in one second? What if they are really frequent but actually DO bear some meaning? Like announcing activation of some of your skills or reacting to some kind of quite commonly occurring situation? Is it possible to learn what kinds of criteria is there?

I'm not sure there's a specific definition that is known, although I'm sure the system has one. In general I'd consider it repeating similar content at a regular cadence beyond what is needed. "Ult in 40 / Ult in 20 / Ult Up" is useful if it matters at the time. "Q up. Q up. Q up. Q up. Q up" isn't useful.
In general, useful information repeated once or twice for clarity will not cause you issues: "Mid mia" twice and then every 15-20 seconds or so if you suspect a roam is fine. "Mid mia" every 2 seconds for 20 seconds isn't necessary.
Basically, just think about the following:
If so, you're likely not spamming. If no, you might be.
Usually spamming the question mark over a friendly character.
