Neeko was AFK from the getgo, about 2 minutes in team decided to surrender (2 for 2 against) and it went through, why?

That was a /remake. If a player has been AFK for at least 90~ seconds (I think it was) within the first 3 minutes of the match, players are allowed to remake. All it takes is one "yes" vote besides the initiator to pass, and it's meant to allow players to find a new game if someone decides to DC/fails to connect.
The only player who loses LP in a /remake is the disconnected/AFK player - everyone else gets loss prevention, so, don't worry about any potential LP loss.
