This is Ridiculous

I know for a fact this guy will not be punished whatsoever and it makes me mad well double mad because of what happened.

So the person assigned adc want's to support he has shaco hovered person assigned support doesn't want to trade,The jg ban's shaco and the guy loses it a bit Note 4 of the 5 of us where in a previous lobby the jg included and said person had shaco hovered Jg says something along the lines of "I didn't see it client broken". So by the end of champ selection he has Galio locked in I'm mid lane Neeko we get into the game and Galio buys no items and has heal/smite

So I say something"So did you forget to buy items or are you trolling?". He then follows the jg for a few seconds before hijacking my lane and let me be clear here I was assigned mid the support switched to adc and he was supposed to go support.

When we got into the game he said in all chat report his team and I did engage him in conversation but only because he was blaming me I said nothing rude just"Your trolling". Because at this point hes given the enemy a few kills and took my lane.

All I want to know is why this behavior is allowed and before you say "Why did you ask him if he was trolling in the first place?". Because the before game in chat he was making a large fuss and I figured it was either of the two.
